Philippines-Norway Relations

Relations between the Philippines and Norway have been marked by robust economic activity, strengthened political ties, and people-to-people cooperation.

The maritime sector is one of the most important aspects of the Philippines and Norway relations. This long tradition of cooperation has grown through the years as reflected in the continuous employment of Filipino seafarers in shipyards or onboard Norwegian owned or controlled vessels, the establishment of Norwegian maritime training schools and shipping companies in the Philippines, and the building and repairing of Norwegian vessels in Philippine shipyards.

Other areas of cooperation are in the energy and power sector, extractive industries (oil, gas, mining), petroleum, aquaculture, organic farm market opportunities, IT services, telecommunications, academic exchange among educational institutions, women entrepreneurship, and social security, labor, and migration projects.

Norway has been the third-party facilitator in the peace negotiations between the Philippine Government (GPH) and the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF). It also participates in the International Monitoring Team (IMT) in Mindanao related to the peace process between the GPH and the Moro Islamic Liberation Front (MILF), and in the Independent Decommissioning Body (IDB) responsible for the decommissioning of the MILF weapons and combatants.

This cooperation for the achievement of peace is also reflected in the mutual support of the Philippines and Norway in the United Nations and other fora, especially in the areas of human rights, gender equality, and global peace.

Diplomatic relations between the Philippines and Norway was established on 2 March 1948 and have resulted to the following agreements:

  1. Agreement between the Republic of the Philippines and the Kingdom of Norway regarding assistance to the Maritime Industry Authority (03 May 1996)
  1. Agreement between the Republic of the Philippines and Norway regarding project to improve maritime training for inter-island shipping (28 September 1993)
  1. Agreement between the Republic of the Philippines and Norway relating to the exports from the Philippines of certain textile products for import into Norway (21 September 1987)
  1. Convention between the Republic of the Philippines and the Kingdom of Norway for the Avoidance of Double Taxation and the prevention of fiscal evasion with respect to taxes on income and on capital (23 July 1987)
  1. Agreement between the Government of the Republic of the Philippines and the Government of the Kingdom of Norway on Hydro Power Development Studies (15 May 1975)
  1. Agreement between the Government of the Philippines and the Government of Norway Relating to Exports from the Philippines of Certain Textile Products for Imports into Norway (17 October 1984)
  1. Air Transport Agreement Between the Philippines and the Kingdom of Norway (08 May 1969)

 

The Philippine Embassy in Oslo opened on 30 April 2007, while the Embassy of the Kingdom of Norway in Manila opened in 1967.
