STATEMENT ON THE HURTIGRUTEN MS ROALD AMUNDSEN SITUATION

The promotion and protection of the rights and welfare of overseas Filipinos is an unwavering commitment of the Philippine Government. This has been evident in the ongoing Philippine Government’s assistance to its nationals abroad amid the COVID-19 pandemic, including through the network of Philippine Embassies around the world.

In line with this commitment , as well as in support of the global efforts to contain the spread of the coronavirus, the Philippine Government has been strictly implementing and enforcing  its guidelines and health protocol, also called The Philippine Green Lane for Seafarers,  to facilitate the safe travels of Filipino seafarers, including the safe turnover of ship crew and other crew changes. Please find here the Joint Circular No. 01, Series of 2020, dated 2 July 2020, entitled  Guidelines for the Establishment of the Philippine Green Lane to Facilitate the Speedy and Safe Travel of Seafarers, Including their Safe and Swift Disembarkation, and Crew Change During the COVID-19 Pandemic. The Joint Circular, issued by six (6) Philippine Government agencies, outlines the minimum standards and procedures that shall be observed by all seafarers, shipping companies, licensed manning agencies, airlines and all other similar entities involved in the process of facilitating travel for the purpose of ship crew changes and repatriation.   

Since learning the situation of the Hurtigruten MS Roald Amundsen, the Philippine Embassy in Oslo has been in close contact with the management of Hurtigruten and its manning agency in the Philippines on  the situation  of the 122 Filipino crew. Given the evidence, the Philippine Embassy believes that The Philippine Green Lane for Seafarers was properly observed prior to the departure from the Philippines of all the Filipino crew.

The Philippine Embassy acknowledges  the measures being undertaken by the management of Hurtigruten, notably in ensuring the health, safety and well-being of the Filipino crew. The Philippine Embassy looks forward to the continued participation and contribution of Filipino seafarers, who compose about one-third of the world’s mariners, to the international shipping and cruise industry.
